Is this an English to Kyrgyz translator?

Yes, but not a machine one: it is a search across verified course phrases, every translation and pronunciation teacher-proofread. Machine translation (Google Translate) can't tell polite forms from street talk — here you get the phrase as people actually say it in Kyrgyzstan.

Does it translate from Kyrgyz to English too?

It is the same search box: type a Kyrgyz word and you get the English gloss. Word beginnings work, so does Latin spelling (salam) and a one-letter typo.

Kyrgyz or Kirghiz — is there a difference?

The same language: “Kyrgyz” is the official form from the native name, “Kirghiz” an older transliteration. Phrases and translations are identical.
