Kyrgyztest: how the state language exam works

Kyrgyztest is the state system for assessing command of the Kyrgyz language — and for many professions its certificate has turned from “nice to have” into a legal requirement with specific dates. Here is how the exam works, who needs it — including for citizenship — and how to prepare for the first level, based on official sources.

What Kyrgyztest is

Kyrgyztest is a state institution under the Ministry of Education and Science of the Kyrgyz Republic that runs a standardised exam in the Kyrgyz language. The level scale mirrors the international CEFR system: from A1 (“elementary”) to C1 (“advanced”).

The certificate is an official document: it is how civil servants confirm their command of the state language, and for citizenship applications a Kyrgyztest certificate of command of the state or official language is on the document list (the alternative is an education document with Kyrgyz or Russian studies). How the exam is structured

The exam consists of five subtests by language skill: “Лексика. Грамматика” (lexis and grammar), “Угуу” (listening), “Окуу” (reading), “Жазуу” (writing) and “Сүйлөө” (speaking). The test procedure is the same for every level — the exact task counts, minutes and the verbatim quote from the source are in the section on the A1 exam below.

Retake timing depends on your score: 50–59 points allows a retake after 3 working days, 40–49 after 10 working days, below 40 after 30 days. These are the state exam's own rules — they do not depend on where you prepared.

The A1 exam: what is on it

There is no separate “A1 only” structure on the official site: the test procedure sets one structure, and the level is defined by the requirements for the task material — from elementary A1 to advanced C1. There are five subtests: “Лексика. Грамматика” (lexis and grammar) — 90 tasks in 70 minutes, “Угуу” (listening) — 30 tasks in 25 minutes, “Окуу” (reading) — 30 in 25, “Жазуу” (writing) — 3 tasks in 25 minutes and “Сүйлөө” (speaking) — 3 in 25. That is 156 tasks, and the total time given for the test is 2 hours 50 minutes.

The largest part is lexis and grammar: more than half of all tasks and the tightest pace. In A1 writing you are given ten questions about yourself, your work, the time and your city — and the official instruction requires numbers to be written out in words, not digits. What level A1 requires

By the CEFR descriptors, A1 means understanding and using familiar everyday expressions and basic phrases: introducing yourself, talking about yourself and your family, asking simple questions about place and time, understanding slow and clear speech.

The key point: A1 is not “knowing grammar” but performing concrete speech acts. That is why preparing through real phrases with audio beats memorising rules: the exam tests the same things life does.

Which level you actually need: A1, B1 or B2

Kyrgyztest levels follow the CEFR scale from A1 to C1, and the requirements come not from the exam but from the state language law and its approved schedule. Here is who needs which level and by when.

Read the table from the bottom up: reaching B1 means passing through A1 and A2 first, and the common international benchmark for B1 is 350–400 guided hours. That is why preparation starts from the basics — the free level test shows where you stand in five minutes.

Who needs the certificate by law, and when

Under the constitutional law on the state language and the government-approved schedule, civil and municipal servants must know Kyrgyz at B1 or higher from 2025, and at B2 by 2027. For teachers, researchers and medical workers the B1 bar arrives in 2026, B2 by 2028.

The schedule is a staircase — and that is a planning hint: the road to B1 runs through A1 and A2, and the international benchmark for B1 is 350–400 guided learning hours. Starting a month before the deadline is too late; a year out is realistic. How to prepare for A1

The base of preparation is regularity plus task format. The trainer's quizzes mirror exam task types — choosing the right option, typing a word, working with a phrase — and require 16 correct answers out of 20, that is 80%. Once this threshold is familiar, the exam becomes a known problem. The working scheme: 15–20 minutes a day on flashcards with audio and drills, a quiz at the end of each week, and a full level run every couple of weeks. The trainer shows your weak spots itself — take those to the teacher.

A few weeks before the exam, add the in-person formats: writing and speaking are taken live and are worth rehearsing with a teacher — self-study covers the other subtests.

Typical preparation mistakes

First — preparing in bursts: a language does not assemble to A1 in two weeks of cramming, but it does in a few months of short daily sessions. Second — preparing silently: the exam includes listening and speaking, so listen and repeat aloud from day one.

Third — learning “about the language” instead of the language: rule lists do not replace the ability to understand a question and answer it. Fourth — ignoring the format: even with solid knowledge, people lose points on unfamiliar task types.
